A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve the minutes of the December 14, 2017 Regular Meeting of the Washington City Council.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to approve the minutes of the December 21, 2017 Special Meeting of the Washington City Council.

A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to approve the minutes of the Make a motion to approve the minutes of the January 2, 2018 Reorganization Meeting of the Washington City Council.

PUBLIC COMMENT:

Georgianna Farkas: (Brookside Avenue) Alley Abandonment and closing concerns

John Campbell: (760 McKinley Avenue) Complaint regarding pipe running out from neighbor’s property onto his. Thanked fire department for the donation of coats for Washington Park students.

Mr. Campbell thanked Councilman Manning for addressing his concerns every time that he has come to him. Advised that the Washington School District had shirts made honoring the City of Washington Fire Department. Addressed his concern that there isn’t a minority on the Citizens Library Board.

Neal Isiminger (Isiminger Towing)- Presented a $500 Donation to both the Fire and Police Departments. Mayor Putnam and City Council thanked the Isiminger’s for their continued support for the City Police and Fire Department.

CLOSED TO PUBLIC COMMENT

A motion was made by Councilman Westcott, seconded by Councilman Manning, and carried unanimously to accept the resignation of City Police Patrolman Johnathan Miller, effective January 7, 2018 and amend the salary ordinance accordingly.

COMMENT : Mayor Putnam thanked Patrolman Miller for his service to the City and wished him good luck at the Pennsylvania State Police Academy.

PRESENTATION OF CIVIL SERVICE POLICE OFFICER AND FIREFIGHTER CANDIDATES BY CIVIL SERVICE COMMISSION CHAIRMAN, RICHARD BECK.

A motion was made by Mayor Putnam, seconded by Councilman Westcott, and carried unanimously to go into Executive Session.

A motion was made by Mayor Putnam, seconded by Councilman Manning, and carried unanimously to hire Bradley Resneck from the Civil Service Candidate List as a City of Washington Police Officer, effective start date of January 28, 2018, at an annual salary of $45,000.46, and amend the salary ordinance accordingly.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to re-appoint Mike Jones to the Citizens Library Board of Directors.

COMMENT: Councilman Manning: Mike Jones has done an exemplary job in his role as a representative for the City of Washington. “I want to thank Mike Jones for his efforts and the hard work he’s accomplished on the library board.”

A motion was made by Councilman Westcott, seconded by Councilman, and unanimously carried to hire Jason Furmanek as a laborer for the Street Department, effective January 22, 2018, at an annual salary of $44,616.00, and amend the salary ordinance accordingly.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to adopt Resolution #1 of 2018 for the DCED Early Intervention Program (EIP) 2018 grant funds request for MS4 Phase II Project Implementation and shall earmark 10% of said project for local match CHARGE: 85.00/454-700.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to adopt Resolution # 2 of 2018 for the DCED Early Intervention Program (EIP) 2018 grant funds request for Early Intervention Program Update and shall earmark 10% of said project for local match CHARGE: 85.00/454-700.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to approve Change Order #1 for the Burton Avenue Storm Sewer Improvement – Phase II project in the amount of $45,576.15.

A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to approve Payment No. 2 (Final) to G & W Roofing & Construction, Inc. for the Washington Park Main Pavilion Restoration (Roofing) Project in the amount of $17,084.74 Paid from LSA grant funds.

A motion was made by Councilman Manning, seconded by Councilwoman Williams, and unanimously carried to approve Fee Proposal and Contract with Widmer Engineering, Inc. for the Farmers’ Market Bathroom and Garage Facility in the amount of $3,500.00 CHARGE: 53.00/436-313.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to approve Widmer Engineering Inc, Fee proposal and Contract for the CCTV Project along Jefferson Avenue in the amount of $6,000. CHARGE: 53.00/436-313.

A motion was made by Councilman Westcott, seconded by Councilman Manning, and unanimously carried to approve the consolidation of Parcel ID #720-004-00-00-0017-00 and Parcel ID # 720-004-00-00-0018-00 located in the City of Washington, Washington County, Pennsylvania.

A motion was made by Councilman Manning, seconded by Mayor Putnam, and unanimously carried to approve payment to PNC Bank, in the amount of $934,986.63 for Act 205 Pension Collections thru 12/31/2017. CHARGE:79.00/483-000. Act 205 Distressed Pension Fund.

A motion was made by Councilman Manning, seconded by Councilman Westcott, and unanimously carried to enter into an agreement with Kulak Design Associates, LLC for Architecture / Engineering services for the Washington Park Main Pavilion Restroom Renovations.

Councilwoman Monda Williams: Wished everyone a Happy 2018. Councilwoman Williams thanked the residents that regularly attend Council Meetings. She thanked the Isiminger’s for their continued support for the fire and police departments.

Councilman Ken Westcott: Thanked the Isiminger’s and stated to Mr. John Campbell that the Street Department will look into the drainage issue he is having on McKinley.

Councilman Joe Manning: Thanked the Isiminger’s and thanked the Civil Service Commission for their hard work. No comment

Mayor Scott Putnam: Thanked the Isiminger’s for their support and also thanked the Civil Service Commission for their work.

The next regular meeting of the Washington City Council will be held on Thursday,

February 1, 2018 at 1:00 P.M. in Council Chambers. The Agenda Meeting will be held on Monday, January 29, 2018 at 1:00 P.M.

The City Building will be closed on Monday, January 15, 2018 in observance of Martin Luther King Jr. Day. Regular office hours will resume on Tuesday, January 16, 2018 at 8:30 A.M.
